Given that Nathaniel Parker in the 1765 Hampshire Co. VA. deed of partition inherited land from his father. In March 1771 he bought 220 acres in Hampshire Co. VA. In May 1779 his sister Catherine Parker Foreman's portion of her father's land was partitioned to her siblings, Nathaniel Parker appears in the 1782 through 1790 Hampshire Co. VA tax lists, then I think it's safe to assume Isaac P. Parker was born in Hampshire Co. VA.

My Note: Hampshire County is a county in the U.S. state of West Virginia. Its county seat is Romney, West Virginia's oldest town. The county was created by the Virginia General Assembly in 1754,
