He was a son of Rane McKinney and Tabitha Vardeman. He was a surgeon.

He first married Mary Aiken Russell on June 7, 1809, in Danville, Mercer Co., KY. (Possibly Danville, Boyle Co., KY).

Known children: Dr. Robert Russell, John Vardeman, John II, Mary Elizabeth, Charles, William David, Martha, Judge James Fulton, Jane, Lucinda Clementy (Dr. McNelly), Charles Clinton II, Mary Ann Lanier (Johnson) (Dr. McNelly), Margaret Eliza (Wallace), and Rane McKinney.

Attended Transylvania College. Dr Charles and his wife Mary first lived in Stanton, Ky. They moved to Fayetteville, TN with his brother, John Vardaman McKinney in 1811. He was a surgeon in Andrew Jackson's campaign against the Creek Indians and was stationed for 60 days at Talladage, AL. It was here at the Battle of Horseshoe Bend on the Tallapoose River on March 27, 1814 that Sam Houston was taken to Dr Charles for surgical attention. Dr Charles removed an arrow from Sam Houston's thigh.

Dr Charles built a large 2 story brick home in Federal styling at 304 South Elk Avenue, Fayetteville, TN.
