Vermont Secretary of State. His first name is sometimes spelled "Farrand". He studied law with his father Timothy and also served as his deputy while Timothy Merrill was Clerk of the Vermont House of Representatives and Vermont Secretary of State. The younger Merrill was admitted to the bar in 1836, and practiced in Montpelier. F. F. Merrill served as Clerk of the Vermont House from 1838 to 1849, and Secretary of State from 1849 to 1853. He was Washington County State's Attorney from 1854 to 1856, and a member of the Vermont House of Representatives from 1856 to 1857. He died at his office in Montpelier; Merrill had been ill, but decided to keep an appointment to discuss forming a partnership with Whitman G. Ferrin, who later served as State Auditor. Merrill experienced chest pains upon arriving at his office, and died from a stroke while receiving medical attention.
