Born July 18, 1928, in Mercersburg, he was a son of the late Elsie Mills Bender. He lived his early life in Mercersburg.
In 1937 he graduated from Chambersburg High School. He served with the U.S. Army during World War II.
Mr. Mills retired in the early 1980's as a public accountant.
He was a member of BPOElks Lodge 600.
Surviving are a daughter, Diane M. Dando of Fairfield; three sons, Paul L. Jr. of Strasburg, Cliffton E. J. of Fayetteville and Jeffery W. of Chambersburg; six grandchildren; six great-grandchildren; and a half brother, John Bender of Mechanicsburg.
A half sister preceded him in death.
