Union Civil War veteran and Past Commander of Gen. J.W. Geary GAR Post 7 of Eugene. He served as 1st Sergeant of Company A, 1st Oregon Volunteer Infantry.
He was the son of Michael Shelley and Sena Mays, Oregon pioneers of 1848.
James Shelley was the owner of Eugene Mill and Elevator Company, was elected as sheriff of Lane County, and served in the Oregon legislature.
He married Lydia Baxter in 1874. Lydia died in 1884 and Mr. Shelley married widow Nancy Applegate in 1898.
