Robert joined the RNWMP in 1875 at Cornwall, Ontario and came west with them to Fort Macleod. He was stationed at Fort Walsh and Medicine Hat from 1882-1893. He was married to Angeline Gaddy.

In 1877, Robert McCutcheon was part of the group of RNWNP serving under Superintendent James Walsh that went to meet Sitting Bull and his people, who were crossing the border from the US into Alberta, to escape the US Army.
