He emigrated to American colonies before 1756. There he taught school for three years in Pennsylvania. He became deacon and priest in Church of England. and traveled to London, England. In 1766 he was appointed one of curates of Trinity Church, New York . He was appointed Rector of Trinity Church in New York in 1777.
During American Revolution, spoke out in favour of Loyalists and published articles siding with Crown including entitled "Letters of Papinian "and "The true interest of America impartially stated". He served as Chaplain to New Jersey Volunteers. When New York was evacuated by Loyalists in 1783 he left for England.
The Church of England appointed him the first Bishop in North America in 1787 when he was made Bishop of Nova Scotia which then included New Brunswick, Newfoundland, Prince Edward Island, Quebec, and Bermuda.
During his time as Bishop over 100 churches were established throughout New Brunswick and Nova Scotia in which he consecrated them.
He founded King's College in Windsor, Nova Scotia as a grammar school in 1788 and as the first university in British America in 1802.
