Capt Jesse Hughes was born 29 January 1767 to Hezekiah (b.1733, d. aft 1782) and Mary E. North (b.1745, d.1767) Hughes. Some church records recorded his birth as 28 February 1768. He was married three times according to various church records and headstone inscriptions at Saint Mary's Episcopal Church in Tyaskin MD - and he outlived all three.

Jesse married his first wife, Sarah McClester, on 4 October 1879 and they had two children, Caleb and Mary. Sarah passed away on 26 February 1800 and her burial has not been located.

Jesse next married Sarah Hamonson Waters on 3 June 1801. No records of any children have been found. However, church records reflect Jesse and Sarah were bound to the Canons of the Episcopal Church on 23 May 1803 and were confirmed at Green Hill Episcopal Church later that same year on 13 July when Jesse was 36 and Sarah was 28. Jesse was then appointed as a Vestry Man of Stepney Parish in Somerset County of the Episcopal Church of Maryland and he affirmed his Christian Faith on 1 May 1809. Sarah passed away the next year on 12 April 1810 and is buried near Jesse at Saint Mary's Episcopal Church.

Jesse then married Margaret Trippe on 29 October 1811. There are no records of any children. Margaret passed away at the age of 50 on 8 December 1830, eight years before Jesse. She is also buried near him at Saint Mary's Episcopal Church.
