Herbert the son of Robert E. Allen and Margaret Allen of Winter Haven Florida enlisted in the US Marine Corps on June 1, 1966 in Jacksonville Florida. He arrived in Vietnam on March 16, 1968 where he was assigned for duty and served with H&S Company, 1st Battalion, 1st Marines, 1st MARDIV (Rein)FMF.

During the month of June the Battalion was conducting combat operations in the surrounding mountains area near the Khe Sanh Combat Base in northern Quang Tri Province and on June 17 the Battalion commenced Operation CHARLIE concurrent with Operation SCOTLAND II.

On June 19, the Marines position on Hill 558 5 kilometers northeast of the Khe Sanh Combat Base was hit with a barrage of NVA 82mm mortar fire resulting in the death of Sgt Allen by shrapnel while he was in his defensive position.
