The son of Jacob & Ann (Buck) Baer, in 1860 he was a cabinet maker living with his family in Lancaster, Lancaster County, Pennsylvania. He stood 5' 6" tall and had light hair and gray eyes.

A Civil War veteran, he served two terms of service:
1. Enlisted at the stated age of twenty-three in Lancaster July 14, 1864, and mustered into federal service at Harrisburg July 20 as a sergeant with Co. G in the hundred-day organization of the 195th Pennsylvania Infantry. He is in the company register as "Bear."
2. Re-enlisted at the stated age of twenty-three and mustered in the field at Monocacy Junction, Frederick County, Maryland, re-mustered there September 4, 1864, as a sergeant with Co. C in the one-year organization of the 195th Pennsylvania, and honorably discharged June 21, 1865. He is in the company register as "Bear," which is the spelling he used in applying for his pension. His pension index erroneously places him with Co. K.

He died reportedly from lockjaw. His obituary in the Lancaster Intelligencer Journal says he died "in the 39th year of her [sic] age" but invited friends to "attend the funeral from his [sic] late residence."
