Billy Jeff Neal, 90, of Pampa, died September 8, 2015 in Pampa.

Services will be at 2:00 PM Friday, September 11, 2015, at Carmichael-Whatley Colonial Chapel, with Pastor Mike Stevens of the Jesus Connection in Cedar Park, officiating. Burial will follow at Memory Gardens Cemetery with military honors courtesy of U. S. Army, and Masonic rites courtesy of Pampa Masonic Lodge #966 AF & AM. Arrangements are under the direction of Carmichael-Whatley Funeral Directors.

Mr. Neal was born December 4, 1924 in Perryton. He had been a resident of Pampa since 1940. He was a veteran of the U. S. Army, serving during World War II under General Patton’s 3rd Army. He married Colleen Voyles on February 11, 1950 in Pampa. Billy worked at Cabot Carbon Black for several years before going to work for the City of Pampa as a heavy equipment operator. He later worked for Gray County, retiring in the late 1980’s. Over the years, he worked for various feedlots and ranches. He was a 32nd degree Mason. He was a member of the Pampa #966 Masonic Lodge and the Scottish Rite bodies of Lubbock. In 2008, Billy was inducted into the Panhandle Veteran Hall of Fame. He was an avid horseman, enjoyed calf roping and just being out riding pastures. He loved spending time with his family, going to the horse races and watching the Dallas Mavericks.

Billy was preceded in death by four brothers and two sisters.

Survivors include his wife, Colleen Neal of the home; a daughter, Cindy Kemph and husband Doug of Pampa; two granddaughters, Britany Muniz and husband Ray of Canyon, and Brandy Kemph of Dallas; and a great granddaughter, Jorden Perry of Canyon.

The family wishes to extend a special thanks to Coronado Healthcare Center and Hospice of the Southwest for their loving care.
