Dr. William S. Callaghan, age 47, died December 24, 1992 in Salt Lake City.

Born September 1, 1945 in Washington, D.C. to Eugene and Edna Callaghan. Married Mary Boltz in 1979 in Salt Lake City. He was director of the Division of Administrative Rules for the State of Utah. He received a PhD in History from the University of Texas, and MPA from the University of Utah. He was adjunct professor and guest lecturer at the University of Utah and other universities. He was a Fulbright Scholar and received other scholastic honors. He was author of numerous publications. He was active in political campaigns, conventions and party organizations. He was National Executive Director of Administrative Codes and Registers. He was a member of Kiwanis, the Mount Olympus Presbyterian Church Stewardship and Finance Committee, the Academy of Political Science, and the American Society for Public Administration.

He is survived by his wife; a son, Brinton; and daughter, Kathleen, all Salt Lake City; brother, Curtis of Bogata, Comumbia.

Funeral services will be held 12:00 noon, Monday, at the Mount Olympus Presbyterian Church, 3280 East 3900 South. Friends may call Sunday 6-8 p.m. at the Neil O'Donnell & Sons Mortuary, 372 East 100 South, and at the church Monday one hour prior to the services. Burial, Mt. Olivet Cemetery, 1342 East 5th South.
