U.S. Congressman. He was a member of the Massachusetts State house of representatives in 1904, the State senate 1908 to 1911 and served as president 1909 to 1911. In 1913, he was elected as a Republican to the Sixty-third and to the fifteen succeeding Congresses serving March 4, 1913 to January 3, 1945. In April 1935, as ranking Republican on the Ways and Means Committee, he put forth an action to strike the old age paid benefits section of the new Social Security Act. Very much opposed to Social Security, his "Treadway Amendment" was soundly defeated.
