James served in the United States Army from 1957-1959. He was a longtime driller who retired from Parker Brothers Construction in New Braunfels. He loved to fish.
He was preceded in death by his sister, Dorothy Harlan.
Survivors include wife, Shirley McDougall of Kerrville; daughter, Starla Tinnin of Kerrville; sister, Jo Ann McDougall of Llano; and grandson, Travis Tinnin of Kerrville.
Services will be held Wednesday, September 2, 2015, 2 PM at Grimes Funeral Chapels officiated by Rev. Chris Christopherson. Interment will follow at Garden of Memories Cemetery.
In lieu of flowers, memorials may be made to a charity of your choice.
