Bill is the son of Dalton Perkins "Bill" Williams, Sr and Cordie Lillian Ballenger. He is a brother to Katherine Ballenger Williams Linville.
Bill married Vivian Christine Randall and they are the parents of Jeffrey, Karen Ann, Katherine Christine, Mark Randall, Michael Dalton and Michelle Agnes Williams.
He was a former manager of Linsley Home Care Center and former owner of Able To Do services. He was a Little League Coach and Sponsor in Newport, RI.
