The 1900 census recorded Oliver, born Dec. 1877, living in Elgin, Bastrop, Texas, with father John, born May 1849, mother Lyddie, born Aug. 1855, and siblings: Ora, born June 1880; Riley, born Feb. 1882; Ola, born March 1886; and Effie, born Sept. 1889. Oliver was a grocery salesman, father John was a trader, and sister Ola was a milliner.

Oliver enlisted in the army in Houston, Texas, November 4, 1904, along with brother Riley D. Oliver was described as being a bar tender with brown eyes, dark brown hair, a dark complexion, and being 5' 10 1/2" tall. He is reported to have been born in Sanpetricio [San Patricio], Texas.
