James was born on September 19, 1929 in Galeton, Pennsylvania, a son of Maxine Williams-Caracciolo.
James was a proud U.S. Army WWII Veteran. He worked at Thomas Steel for 35 years retiring in 1994. He was a member of U.S.W. Local 3523. James was a 50 year member of the Warren Moose Lodge #186 serving as an officer for many years, and served on the Oakwood Cemetery Board of Directors. He enjoyed watching M.A.S.H. shows and old western movies. He made many of his friend's lives brighter by sending greeting cards out every month. He also has sent many packages out to the United States Soldiers serving in the war zones out of his own pocket. He always said and showed that you don't forget the soldiers.
James will be deeply missed by his 2nd wife of 4 years, Alberta (Bertie); sons, James, Terry, David (Nora) Devlin all of Warren, his daughters, Penny (Alfred) Long, Connie Hearn both of Warren and Colleen (Daniel) Bianco of Lordstown; a sister, Donna West of Galeton, PA.; step-daughter, Gayla Anderson of Woodbridge, VA.; step-sons, Lee of Galeton, PA., Marc of Coudersport, PA., Craig of Colorado Springs, CO., Tom of Lancaster, PA., and Tony of Hurricane, UT. James has 15 grandchildren and 39 great-grandchildren. He was a special friend to (Brother) Issa "Pops" Yocoub and his son, Mike; Leota and Gary Friend, and other family in Friendsville, MD.
He was preceded in death by his mother; 1st wife of 50 years, Elizabeth Betty Heckrow Devlin; a son, Dennis Devlin; granddaughter, Penny Sue Long; brothers, Harold "Tom" and Ted Devlin,; and a sister, Paula Roden.
James' final resting place will be at the Oakwood Cemetery where Military Honor Guard services will be performed.
