Son of Thomas Moore and Elizabeth Channing Moore. He attended King's College (Columbia University) and studied medicine, becoming a physician. Soon after commencing his practice, however, Moore decided to enter the ministry and was ordained a deacon in the Episcopal Church in July 1787, followed by his ordination as a priest in September 1787. In 1788, Moore was appointed rector of St. Andrew's Church in Staten Island, New York, remaining 21 years, before being appointed rector of St. Stephen's Church in New York City in 1809. In 1814 he was elected Bishop of the Virginia Diocese of the Episcopal Church and held that position for twenty-seven years, and served as rector of Monumental Church in Richmond, Virginia, at the same time. The second Bishop of Virginia, Moore revitalized a declining church, increasing its clergy from around seven in 1814 to 95 at the time of his death. Moore married Christian Jones in 1784 in New York, and they had five children. He married Sarah Mersereau on March 23,1797 in New York, and they had six children.Was buried in Shockoe Cemetery in Richmond,his body was reinterred in Richmond's Hollywood Cemetery in 1880.
