C.C. was the daughter of John Carroll Grigg and Dr. Ruth Mason-Grigg. She was preceded in death by her husband of 63 years, John E. Oakley, Jr., and by her sister, Jean Carroll Grigg.

During World War II, she was chairman and instructor for the American Red Cross for the Gray Ladies. She served at Kenner Army Hospital at Fort Lee and at McGuire Veteran's Hospital in Richmond.
