Signer of the first of several petitions made to the federal government for survey and development of the navigation of the Trinity River: Texans cherished the idea of the possibility of navigating the Trinity River from the Gulf of Mexico inland to Dallas, much like the mighty Mississippi. Several petitions were made via Dallas area citizens through the 1840 - 1850's, and federal monies spent to survey and atttempt the prospect, but it was not to be.

Hugh was also a successful farmer of the Scyene, Texas area (now part of the town of Mesquite). He served as a Private in the militia in PR#6 Scyene Company 13th Brigade under Cpt John H Martin, Dallas County, TX. and in Company B 19th Texas Cavalry, C.S.A.

He was the youngest of four sons born to Matthew F. Caldwell and second wife, Nancy White Caldwell. Hugh himself married four times with his first marriage to Charlotte Marrs in 1848, Posey County, Indiana. There were no known children born to this union. After Charlotte died, he married his second wife, Amanda K. Stroud in 1853, in Vanderburgh County, Indiana - next county over from Posey Co. No children are noted of this union. After Amanda died, Hugh married his third wife, Elizabeth Crownover, in 1857 Dallas County, Texas. Elizabeth was the daughter of Benjamin Crownover and Nancy Robbins Crownover. They made their home together farming around the town of Scyene, Dallas County, Texas and had three sons: Urban "Ben" Benjamin Caldwell, Jasper "Jeff" Robbins Caldwell, and William "Will" Hugh Caldwell. After Elizabeth died, Hugh married his third wife, the widow Lucy Ann Penick Breeze Browder, in 1869 Dallas County, Texas. Lucy was the daughter of William Breeze and Elizabeth G. Price Breeze. Hugh and Lucy had one daughter, Lucy "Lulu" Marion Caldwell, who married Joseph "Joe" Matthew Delaney Willard Wilson.

Hugh C. Caldwell is buried in Long Creek Cemetery, as are many members of his extended family.
