He had lived in Savannah since 1973 following his retirement from the U.S. Air Force after 20 years. He was presently employed with the Savannah Golf Club. He was a member of St. James Catholic Church, past member of the Irish Heritage Society, past Grand Knight, Knights of Columbus #5588, and a 4th degree Knight, past member of the St. Patrick Parade Committee. He was preceded in death by his son, Robert James O'Neill. Surviving are his wife, Irene O'Neill; daughter and son -in-law, Arlene and Larry Wilhelm of Savannah, and their children, Steven E Collins and Christopher R Collins; daughter-in-law, Bonnie O'Neill and her children, Hollie O'Neill of Savannah, amd Stephanie O'Neill of Buford, GA; and stepgranddaughters, Victoria and Heidi Wilhelm of Savannah.
