Peter Ludwig Buek was born in St. Petersburg in 1827. He was a son of Johann Gustav Buek (1801-1873) from Hamburg, Germany, who was a gardener and is assumed to have died in Pernau (now Pärnu, Estonia). His mother is Katharina Marseille (1795-1873) who died in St. Petersburg. Peter Ludwig Buek seems to have studied law in Dorpat (now Tartu, Estonia) from 1845 to 1849, leaving university without graduation. He then became a merchant in gardening supplies and a member of the trade guild. He married Marie Sophie Margarethe Westphalen (1835-1920) in 1860. He was father of Gustav (1862-1879), Georg (1866-1883) and Marie (1870-1883).
