Jimmie Hugh was born on September 20, 1938 in Seymour, Texas, the only son and one of four children born to Collie B. and Bernyce (Parker) Franklin. After high school, Jimmie Hugh enlisted into the United States Army. He married Marcella and she preceded him in death in 2011. After honorable discharge from the Army, Jimmie spent most of his career driving truck, mainly cattle trucks. Jimmie Hugh was a Methodist.
Preceding Jimmie Hugh were his parents; his wife, Marcella; and a sister, Collye Yvonne Franklin.
Surviving Jimmie Hugh are are two sisters, Suanne Holtman and family of Hawley, Linda Womack and family of Hawley; numerous nieces and nephews, including Pam Bell and husband Harley of Stamford.
