Jeanette was born on March 29, 1957, in Fillmore, Utah, to Evan A. and Marion (Ballard) Nelson. She was raised in a small country town in Utah where she attended school including Millard High School. She moved to Lawton in 1973 and graduated from Eisenhower in 1974. She moved to several areas before returning to Lawton in 1992.

She worked at various jobs including Circle K, Loves Country Store and Country Mart where she was an assistant manager. She was a professional truck driver and worked at Goodyear Tire Company as a contract laborer and she also worked as the general manager for Arby's and was currently the manager for Candyopolis in Central Mall where she has worked for the last three years. She was a member of the LaSill Optimist Club where she was serving the office of vice president and was president-elect.

She was a Girl Scout leader for four years and a member of the Latter Day Saints of Jesus Christ Church. Her passions in life included scuba diving, George Strait concerts, and her volunteer work with LaSill Optimist Club.
