Richard was born in Herlong, CA to George and Mary (Carney) Withrow on October 9, 1956.
He graduated from Bella Vista High School in 1974. He worked as a Carpenter building many residential and commercial properties throughout the Sacramento Region. He subsequently worked as a Building Inspector serving the communities of Danville, Yuba City/Marysville, Elk Grove, Roseville, and Lincoln. Richard was involved in coaching youth sports in Roseville, and loved spending time with his family in South Lake Tahoe. Richard is preceded in death by his father, George. He is survived by his wife of nearly 31 years, Tracey (Hinton) Withrow; sons Richard Cole Withrow and Cameron Dee Withrow; mother, Mary Withrow; and sisters Vickie Rickards and Tami Fuhrman. A Celebration of Life will be held for family and friends on Saturday, February 7, 2015 between 12:30 and 3:30 at the home of Don and Carole Hinton in Granite Bay.
