Norm Foley owned and operated a tire business and service station in downtown Fresno. He was also elected to the Fresno County Board of Supervisors in 1953 and served until 1964.

He was a member of Las Palmas Masonic Lodge No. 366 in Fresno, CA and served as its Master in 1951 and its Secretary 1969 to 1973.
