I. E. Farley was born in Arkansas and came to Fresno in 1904. He was the Clerk to the Fresno County Board of Supervisors from 1918 until 1924. In 1925 he was appointed Fresno County Recorder where he served until retiring in 1959. Mr. Farley was known to take care of small children while their parents looked up documents.

He was a skilled clock maker.

He was a member of Las Palmas Masonic Lodge No. 366 and served as its Master in 1943.
