Leonard Keelon Bradley Jr was born on August 12, 1940 in Lebanon, Tennessee, the son of Leonard Keelon Bradley Sr (1916-2004) and his wife Mary Ann (Bryan) Bradley (1921-1995). Leonard Jr was the first of five brothers and a sister.

He was married to Sue Walls.

Leonard was in a 28-year state government career and was a senior policy assistant to three Tennessee governors; deputy commissioner of human services; and vice chancellor of the State University and Community College System of Tennessee.

He served on the staffs of Governors Buford Ellington, Winfield Dunn and Don Sundquist during a state government career that began in 1968. Bradley oversaw development and enactment of the 1996 Families First welfare reform initiative.

After retiring from state service in 1996, Leonard lectured in public policy and government for five years at Tusculum College, where he was director of the Institute for Public Leadership and Policy, and nine years at Vanderbilt University's Peabody College. He retired from teaching in 2010.

Leonard was 74 years old when he passed away on June 22, 2015 in Nashville.

Preceded in death by his parents and by his grandson Patrick Sanders, he was survived by a married son; a daughter; the mother of his children; four grandchildren; three married brothers; and a married sister.

Burial was in Bryan Cemetery on Greenwood Road about 8 miles east of Lebanon on US 70 (Sparta Pike), near a memorial to his best young friend and closest brother in age, Robert Bryan Bradley, Ensign, US Navy, who was lost at sea in 1965.
