Steven was born in Dallas, Texas and spent his first few years living in Grand Prairie, Texas before moving to Huber Heights, Ohio. He attended Huber Heights and Lilburn, Georgia schools after moving with his family to Lawrenceville, Georgia. After leaving school, he made a career in the commercial electrical contracting industry, moving to Douglasville, Georgia and subsequently to Atlanta, Georgia. In 2005, He married Ruth Dutton Dover, who preceded him in death.

Steven's passing is mourned by his father, Clayton Edwin Raney and his mother Doris Ann Hardt Raney, both of Athens, Texas; one sister, Ms. Teresa Gayle Raney of Atlanta, Georgia; and one brother, Michael Dean Raney and spouse Kristin Denise Hettinger Raney of Panama City, Panama, and two nieces, Abigail Raphaela Raney and Eliora Grace Raney, both of Panama City, Panama.

According to his wishes, Steven was cremated and his remains were scattered in the Chattahoochee River Park area, where he enjoyed spending time.
