From his roots in Owen County, Phillip began his monumental life by pursuing his dream of serving in law enforcement. His years as a Scott County Sheriff Deputy earned him the prestigious Police Officer of the Year award in 1984. His law enforcement career culminated with Phillip being promoted to chief of the Scott County Police department, a position he held until leaving law enforcement to create a manufacturing and tooling company that remains in the family to this day. Phillip continued to enforce the law as a thrice elected constable in his later years, his desire to serve the community almost as strong as his love for his family. Phillip was an avid University of Kentucky Basketball fan who enjoyed horse racing and breeding, and could often be found at Keeneland exercising those loves whenever he wasn't helping, sharing or spending time with his family.
Phillip is survived in death by his loving wife, Kimberly; his sons Billy (Christy), Matthew (Tanya) and Joshua (Ashleigh); and his daughter Betsy Warren (Keith). He also leaves behind 11 grand-children; brothers, Dennis J. Wise, Calvin D. Wise, James "Jimmy" Ray Wise, Eugene Wise, and Doug Wise; sisters, Ora Lee Carr and Linda Faye Stanley; mother-in-law, Pat Emmons; father-in-law, James Botkins; brother-in-law, Jim Botkins, and other numerous family and friends that will miss him dearly. Phillip was preceded in death by a son, Mark Dwayne Wise, and a brother, Gary Lynn Wise.
