Lawyer. His firm, Sullivan and Cromwell specialized in business law. He played a role in the American-sponsored civil war in Colombia in 1903. During the war, the Panama area seceded from Colombia, and the United States recognized its independence, with plans to build the Panama Canal. He also devised "the Cromwell Plan", the precursor to Chapter 11 bankruptcies, which allowed insolvent businesses to continue operating.
