Arthur served as a Private First Class, Company B, 135th Infantry, 34th Infantry Division, U.S. Army during World War II.

He resided in Lewis County, New York prior to the war.

He enlisted in the Army on March 26, 1943 in Utica, New York. He was noted, at the time of his enlistment, as being employed as a Farm Hand and also as Single, without dependents.

Arthur was "Killed In Action" in Cassino, Italy during the war and was awarded the Purple Heart.
