Born to Milton Delbert and Doris Tanneyhill Simmons. He graduated from Bowlegs High School and received a Bachelor’s degree from East Central University. He worked for the Counter Intelligence Corps in Stuttgart, Germany. He later received a Master’s degree from Oklahoma State University and a Doctoral from the University of Oklahoma in Psychology.
He married Doris Cunningham December 17, 1950 in Ada. Dr. Simmons taught psychology at the University of Tennessee in Martin, TN for 30 years from 1966 – 1996. He was also the Chairman of the Psychology Department and the Vice-Chancellor of Academic Affairs. Dr. Simmons was a Pulpit Minister for the Church of Christ having served at churches in Ponca City, Rocky Ford, CO and Ft. Collins, CO. H taught Sunday School at the Martin, TN Church of Christ. Dr. Simmons served in the U. S. Navy from 1945 -1947.
