Tim was born May 28, 1935, in Helena to Mary and Buzz Skinner. He attended schools in Helena and earned a high school diploma from Oceanside-Carlsbad High School in Oceanside, California, a Bachelor of Science degree from the College of Great Falls and a Master's of Education from National Lewis University in Heidelberg, Germany. Tim served in the U.S. Marine Corps and in the Montana Army National Guard 163rd Armored Calvary Regiment, completing helicopter flights training in 1971. He spent 25 years as a law enforcement officer in the Helena Police Department, the Lewis and Clark County Sheriff's Department and the Great Falls Police Department. He retired from the GFPD just before his 45th birthday with the rank of Captain and went on active duty with the U.S. Army. He was stationed in Germany for 13 years. In 1997, he retired from the Army with the rank of Chief Warrant Officer 5.
He and his wife Midge settled in Navarre, Florida, where he taught criminal justice online for Troy University for several years.
Tim is survived by his wife of 46 years, five children, grandchildren, great grandchildren, nieces and nephews, a sister, and a brother.
His parents, brother-in-law Ted Nelson, sister Sharon and her husband, Sonny Bright, preceded him in death.
