DONALD C. KAISER, 88, died Sunday at Harborside Care Center, Bryan. Born near Edon, he retired as Williams County commissioner in 1986 after 12 years. He formerly managed Kroger, farmed, co-owned Kaiser Implement Sales, and owned Kaiser Dairy Treat. Surviving are his wife, Juanita D.; a daughter, Jackie Blue of Fayette; a son, Stan of Newark; five grandchildren; and three great-grandchildren.
