Doc was born September 8, 1949, in Richmond, Virginia, to the late Marjorie Ball Arnold Sitek and Gordon Dawkins Arnold.
For more than 40 years, Doc served his local community and the people of Texas with integrity, dignity, and dedication, traits that demonstrated his profound respect for public service.
From his early career in public service as an attorney for the Terrell Independent School District and as city attorney for Terrell, Texas in the 1970s, Doc believed in the nobility of public service as a calling.
His tireless dedication to his hometown of Terrill led him to seek elective office as the area's State Representative, an office he held for two terms between 1982 and 1984.
As a member of the 68th Legislature, Doc served as vice-chairman of the House Task Force on Indigent Health Care and served on the House Financial Institution and House Environmental Affairs committees.
His second term at the State Capital saw Doc contribute his business and legal expertise as a member of the House Business and Commerce Committee, the House Government Organization Committee and with his service on the powerful House Calendars Committee.
