Phineas was the son of Nathaniel Harmon (b.1695, d.1774) and Sarah Smith (b.1694, d.1720). His mother died just five days after his birth. His father remarried when Phineas was seven years old.

Phineas first married Hannah Barber on 17 May 1744 in Suffield, Connecticut. Phineas and Hannah had 3 children. The first baby, Paul Harmon, only survived for 15 days. Their second son was born the following year and died the same day. Hannah died not long after the birth of their third and only surviving son, Elijah.

After Hannah died in 1748 Phineas married a second time on 11 Feb 1749 in Suffield, Connecticut to Dorcas Hastings. Phineas and Dorcas had 11 children over the following 20 years including: Gaius, Nathaniel and Beulah Harmon.

Phineas lost Elijah and two more of his sons during the Revolutionary War. He predeceased his remaining children, except for his first daughter who died as a baby.

He was 78 years old when he made his will in 1798. The 1800 census shows that his household included his wife and another male between 26 and 45 years old. He died two years later. His will was probated in 1802.
