Mrs. Monroe was born in Pond Creek, Oklahoma to Glorene McSwain Kirk and the late Joseph McSwain. She attended Morrison High School and went to college at Oklahoma State University where she was a member of Alpha Delta Pi Sorority and active in the Baptist Student Union. She completed her education at Central State University in Edmond, Oklahoma.

Mrs. Monroe married her childhood sweetheart, Patrick W. Monroe on July 27, 1963. She taught English in the Oklahoma school system until she moved with her family to Georgia. Mrs. Monroe then stayed home for ten years and raised her two children. In 1984, she returned to education as a school guidance counselor until her retirement from Miller Middle School in 2008.

Mrs. Monroe was a dynamic person who always had energy for her family and friends. She has been a member of Liberty United Methodist Church for over thirty years. She was always at the ready with food and support whenever there was a need. She held many positions within her church family, most recently as Treasurer for her United Methodist Women's Group. She also enjoyed working in the concession stand for Liberty's Upward Sports program.

Mrs. Monroe was an accomplished seamstress and crafter, and she made the best chicken and noodles in the world. There was nothing she could not accomplish. She helped hundreds of children achieve their educational dreams. Her greatest joy was spending time with her four grandchildren.
