He was born in Wagoner, Wagoner County, Oklahoma, the son of Chauncey Smith Payne and Grace Lenore Yeary Payne. He moved to California with his parents and siblings in 1932. He lived in the Kerman area from 1949 to 1966, working in oilfield construction. He closed his welding business and retired from his 43 year career at age 61, soon moving from Ventura to Oroville to enjoy fishing on the lake.
He had been a resident of Oroville for the past 22 years.
He was preceded in death by Winnifred Dawson Payne, his wife of 41 years; and his daughter Janice Payne McFall.
Mr. Payne is survived by his sons Allen and Richard of Portland, OR; daughter Jean of Ventura; eight grandchildren, and 15 great-grandchildren.
Inurnment was held at Memorial Park Cemetery in Oroville on Monday, June 12, 2006.
