She was the daughter of Alexander Seymour Hooe and Elizabeth Mary Ann Barnes Mason Hooe. She married Daniel Ruggles in 1837. They had four sons. From the old and influential King George County Virginia family, her three brothers died fighting for their country. A niece of George Mason, the author of the Virginia Bill of Rights. Her son, Mortimer, was arrested for helping John Wilkes Booth escape after killing Lincoln. Ruggles and two others met Booth and another by chance at a ferry. Even after learning what he had done, Mortimer arranged for a stay at the Garret Farm. That didn't go well.
