Penny was the daughter of Gary Garrison and Carol Glisson Garrison. She graduated in 1967 from Connersville High School. She married in 1977 and made their home in Copperas Cove, Texas. Penny was a homemaker but worked briefly at Defense Commissary Agency at Fort Hood, Texas. She was predeceased by her parents and three brothers. Penny was survived by her husband, three daughters, her twin sister, another sister, a brother, and eight grandchildren.
