Born in Mercer County, Pennsylvania on 9 March 1945, Glenna Elizabeth Harris was the daughter of Charles D. and Mary (Pache) Harris of Sharpsville, Mercer County, Pennsylvania, and the sister of Ramona (Harris) Farmakis, wife of James Farmakis of Sharon, Merer County; Judy (Harris) Kirila of Sharpsville; and Lorinda (Harris) Rapple, the wife of James A. Rapple, Jr. of Sharon, Mercer County. Her sister, Lorinda, preceded her in death, passing away at the Shenango Valley Osteopathic Hospital in Farrell, Pennsylvania on 8 March 1971.

Glenna E. Harris earned a Bachelor of Science (Cum Laude) from Slippery Rock State Teachers College (now Slippery Rock State University) and a Master's Degree (Education), Kent State University.

From 1967 to 1970, she served as the Health and Physical Education Instructor and Head Coach of the Girls' Basketball Team at Sharpsville High School. Her basketball teams won Mercer County championships in 1972, 1973, 1974 and 1978. According to the "New Castle Times," the 1973 and 1974 teams also "won PIAA District 10 championships, western Pennsylvania regional titles and were PIAA runners up in 1973 and PIAA semi-finalists in 1974."

She was "cited for excellence in basketball by the Pennsylvania House of Representatives" in 1973, 1974 and 1978.

In 1970, she was appointed as a physical education instructor at the Shenango Campus of Pennsylvania State University, where she also served as the women's basketball coach.
