She was born on October 27, 1956 in Newark, NJ. She was the daughter of Annie Kate (Haynes-Terry) Francis and the late Stanley Roy Francis.
Kathleen held a Bachelor of Arts in Political Science from Albertus Magnus College and a Master of Public Administration from the University of Hartford. She retired from the City of Hartford as Senior Financial Manager after 26 years of service and then served as finance director at Hartford Job Corps Academy. She held multiple leadership roles at the local level for organizations such as the NAACP, Blue Hills Civic Association, the National Forum for Black Public Administrators, and Leadership Greater Hartford. She attended Christ Church of Deliverance.
She leaves to cherish her memory her beloved husband Terry Vernon Armstrong; her only child, Christina Ghansiwiyie Dzenyuy; one brother, Mark Terrence Francis; one step-sister, Rachel Mayo; two brothers-in-law, Bishop Calvin Armstrong and Minister Garry Armstrong; two sisters-in-law, Joanne Armstrong and Dorothy (Armstrong) Smith; two nieces, Morgan Briana Francis and Riyan Simone Francis; five uncles and their wives, Everald (Eileen) Thomas of Jamaica; Gladstone (the late Thelma) Thomas and Sylvester (Shirley) Thomas of Windsor; Oswald (Delores) Thomas and Hilton (Patsy) Thomas of England; three special friends, Alberta Adams, Alice Felder and Joyce Jackson.
A Funeral Service will be held on Monday, April 27, 2015, 11:00 a.m., at Christ Church of Deliverance, 159 Blue Hills Avenue, Hartford, CT 06112. Her family will receive friends from 10:00 a.m. to 11:00 a.m. prior to the service at the church. Interment will follow in Mount Saint Benedict Cemetery in Bloomfield.
