Son of Joseph Palmer and Nancy S. Ross, he married 1st. Susan A. Landers in 1857. They had two sons who both died young, Charles F. "Frankie" (1859 - 1867) and William G. "Willie" (May - Aug 1861).
Widowed in 1873, he married his wife's younger sister, Mary D. Landers in 1875.
