Services will be at 11a.m. Friday at Cambridge Chapel of Stackhouse-Moore Funeral Services Inc.
Burial will be in Andover Presbyterian Cemetery.
Visitation is 6-8p.m. Thursday and one hour before service Friday.
Mr. Phipps was employed more than 38 years at International Harvester, Farmall Works, Rock Island. He retired in 1982, He also was employed as a part-time taxicab driver in the Quad Cities and as a delivery driver for Miller Florist, Moline.
He was born May 9, 1930, in New Sharon, Iowa. He married Dorothy Carey in 1953 in Rock Island. During the Korean War, he served in the Army.
Memorials may be made to Church of God, Cambridge.
Survivors include his wife, Dorothy; a daughter Jerri Curtis, Andover; sons, Charles B., Farmington, Mo, Richard E., Preemption, and Billy J, Rock Island; seven grandchildren; a great-granddaughter; and sisters, Charlotte Williams, Bothell, Wash., Alice Baker, Rapids City, Mary McBride, Oskaloosa, Iowa, and Lucile Skippers, Rock Island.
