He was born on November 15, 1943 the son of Richard H. and Mona A. (Tabasnuk) Willard Sr.
He attended Bath schools and graduated from Morse High School and in 1966 graduated from the University of Orono with his master's degree in International Business. He entered the United States Army and was injured in a parachute accident.
On February 14, 1990 he married Kseenia. He was employed for the State of Maine marine resource department then was employed as an adjudicator for the State of Maine unemployment department where he retired.
He was a member of Single Action Shooting Society, also known as SASS.
Richard was a cowboy and traveled with his wife in their motor home stopping in every state to compete in rifle shooting competitions. He enjoyed history and was very involved with the Willard Family Association of America. He also enjoyed his dog "Sammy" and his cat "Studley".
He is survived by his wife, Kseenia Willard of Woolwich, one grandson, Randy Irish and his partner Ashley of Farmington, one great-granddaughter, Madilyn Irish, many cousins and close friends, David Wallace, John Vanhorn and Dean Steton.
On Aug. 7, 1994, he was predeceased by his stepdaughter Susan.
Visiting hours will be from 4 to 7p.m. on Saturday, April 4, 2015, at Daigle Funeral Home, 819 High St., Bath. A graveside service with military honors will be held on Saturday May 2, 2015, at Riverside Cemetery in Woolwich with Pastor David Ouellette.
