The son of David & Mary Solander (Eccles) Coover, in 1860 he was a doctor presumably living in or near Upper Allen Township, Cumberland County, Pennsylvania, although he is not found in that census.

A Civil War veteran, he initially enlisted and mustered into federal service at Winchester, Virginia, November 13, 1862, as assistant surgeon for the 46th Pennsylvania Infantry but was promoted to surgeon for the 6th Pennsylvania Cavalry (70th Pa) to date December 12, 1862. He was killed "by guerillas" near Harpers Ferry, West Virginia, dying at the age of 30-8-7.
