Stephen spent his youth in Rhode Island before moving to Evansville, Indiana in 1859 at the urging of his brother Rev. Henry A. Cook, who was a Baptist minister. He taught school for a period of time before meeting Esther Jarvis, daughter of one of Evansville's pioneers, and marrying in 1861. He served as an officer in Company B, 91st Indiana Infantry during the Civil War. After the war, he returned to Evansville and worked as a grocer on Main Street until 1889, and was a member of Farragut Post No. 27, G.A.R. After 1889 he worked in the field of insurance for a time, until the illness that lead to his death in 1910. A Baptist, his obituary lists him as "A Christian in the fullest sense of the word, he was faithful to his church and loyal to his religious convictions."
