Al and his twin brother, Everett, were born in Huntsville, Alabama to Ethel and Lee Rice, the seventh and eighth addition to a large family. When WWII broke out, the two older brothers signed up to fight all the way from Africa to Berlin. Al and Ev were eager to join the battle, and even though they were barely sixteen, persuaded their father to sign for them to enlist, on the condition that they join the Navy and not the Marines. After training, they were aboard ship in Australia when the war ended. Both were assigned to the USS Haven for the atomic testing at Bikini Atoll after the war. Everett was a cook and Al was a pipe fitter, turning the intake valve for desalination off and on according to the reading of a hand-held geiger counter. After discharge they both embraced the American dream of owning your own business. Ev stayed in Detroit, but Al, with his wife Dorothy and two young daughters, Karen and Allison, moved out to California, where his son Randy was born. After completing special training, he joined the IBEW, and was active in labor politics. Always a hard worker and visionary, he started his own commercial electrical contracting company, Lowell Electric, found on Foothill Boulevard in La Crescenta, California. He fulfilled contracts all over Los Angeles County. He had a good reputation for getting a job done quickly and well.

His projects included lighting for sports fields, schools, police stations, as well as cabling and electrical work for Lockheed, JPL, Rocketdyne, and Rockwell. After Dorothy passed away, Al doubled his family by marrying Anne Combs in 1989, gaining three more children. Al and Anne, in retirement, had a great opportunity in Austria for a year helping as volunteers for the Vienna Christian School. It included construction projects in the process of renovating the third floor of a large building to become a Christian school and American Church.

They moved to Sumpter, Oregon, and completed the construction of a three-story log home. This project revealed that Al knew how to plumb, build stone walls, and do all kinds of things with machines and construction. This included a 24x24 enclosed greenhouse made from salvaged glass and customized lumber. They found a great opportunity to encourage students at New Tribes Training Institute in nearby Baker City. After Al suffered a stroke in 2008, they moved to Boise. On March 25, 2014, they celebrated their 25th Wedding Anniversary.

Al is survived by his children Karen and her husband, Jerry Helton (and their children Sarah with 3 children, Morgan and his wife Cassie and Tyler Helton). Allison and her husband Rick Slozak (children Jeni and Alex Turcotte and three children, Kimberly and Darrell Jenkins and one child, Daniel and wife Gosia and Joseph Slozak. Randy and his wife Shelley Rice. Al’s wife Anne and her children: John Combs and his wife Maria (and their children Sabrina, Sean, Sophia, and Julia). Paul Combs and his wife Ellen (and their sons Nikolaus, Christopher and wife Danielle, Alexander and wife Kayla). Christine and her husband Patrick Monaghan (and their children Stacie and Joshua Lee and grandchild, Benjamin, Holly, Julie, and Joshua Monaghan.
