Stephen S. Billings, 60, a long time San Diego area resident passed away April 21, 2004, after a lengthy illness. Mr. Billings was born in San Francisco, Calif. to James and Celia Billings.

The Billings family relocated to Chula Vista in 1945 where he attended Chula Vista schools and then graduated from SDSU in 1966. He was a highly regarded football player and accepted an athletic scholarship to SDSU.

He was also an accomplished singer/songwriter, an avid reader and student of history and historical biographies. Stephen Billings' career was one of dedicated public service. He began his career as a group life worker with the job corps for the University of Oregon in Astoria, Ore. Four years later he became the Director of Community Education for the University of Utah, Center for the Study of Social Problems.

Mr. Billings returned to the San Diego area to work with the S.D. Community College District Adult Education Program where he served as Asst. Project Director and Project Director of Project Step-up, a manpower retiring program. Mr. Billings became recognized as one of the premier experts in the country in the area of manpower programs and retraining.

He then became employed with the City of S.D. and eventually the County of S.D. in various management positions in manpower development. Mr. Billings served the county as Deputy Director of Human Services Employment and Training Services, managed the county's Public Services Employment Program and in many other special assignment capacities: The S.D. County Refugee Coordinator, a member of the Southwest Regional Action Commission and Deputy Chief of Adult Protective services. Mr. Billings took a deferred retirement from the county in 1992.

Mr. Billings and his wife Pamela were avid sports fans and supporters of the arts. They had season tickets to the Aztecs, Chargers and Padres as well as The Old Globe, The S.D. Symphony and the S.D. Opera.

Stephen S. Billings is survived by his wife Pamela F. Billings; his daughters Coretta Ann Billings and Kathryn Louise Billings of Spring Valley, step-daughter Kelley Keatley of Carlsbad and his brother John M. Billings of Highland, Calif.

Services will be on Sunday, April 25, 2004, 2 p.m. at Glen Abbey Memorial Park, Little Chapel of the Roses, 3838 Bonita Road, Bonita, CA 91902.
